The Eswatini Energy Regulatory Authority (ESERA) has formally notified Business Eswatini of its development of a Cost of Supply (CoS) Framework for the Electricity Supply Industry (ESI). This initiative aligns with upcoming market reforms enabling private-sector participation:  

1. Purpose: The framework will determine the true costs of generating, transmitting, and supplying electricity in Eswatini. 
2. Goals: Ensure fair pricing, sustainability, and efficiency across the ESI. 
3. Consistency: Establish standardized methodologies for cost studies, enabling comparable results across licensees and time periods. 

Project Details: 

• Timeline: July 2025 – November 2025. 
• Consultant: International expert Mr. Robert Opini (supported by the World Bank) will lead technical work. 

As a member and part of the business community your role is critical, the secretariat may send formal requests for data (e.g., operational costs, market insights) and participation in consultations/interviews.
